지역내총생산 대비 문화예술예산을 중심으로 본 광역자치단체 문화예술정책에 관한 고찰

지역내총생산 대비 문화예술예산을 중심으로 본 광역자치단체 문화예술정책에 관한 고찰

본고는 지역내총생산 대비 문화예술예산을 중심으로 광역자치단체의 문화예술정책 특성을 고찰하고, 경제력 이외의 문화예술재정에 미치는 영향을 분석하는 것을 목적으로 한다. 이를 위해 통계청 국가통계포털(KOSIS)의 지역내총생산(GRDP) 자료와 나라살림연구소의 「2026 지방자치단체 문화예술 부문 주민 1인당 예산 분석」 자료를 활용하여 광역자치단체별 주민 1인당 지역내총생산, 주민 1인당 문화예술예산, 지역내총생산 대비 문화예술예산 비율을 비교·분석하였다. 분석 결과, 광역자치단체의 문화예술예산은 인구 규모나 지역내총생산과 뚜렷한 비례관계를 보이지 않았으며, 경제력이 높은 지역일수록 문화예술예산이 높은 것도 아닌 것으로 나타났다. 특히 전북특별자치도는 지역내총생산 대비 문화예술예산 비율이 전국 광역자치단체 가운데 가장 높은 0.640%를 기록하여, 경제 규모에 비해 문화예술에 가장 적극적으로 투자하는 지역으로 확인되었다. 이는 문화예술재정이 경제 규모만으로 결정되는 것이 아니라 지방정부의 정책 방향과 지역발전 전략에 따라 달라질 수 있음을 보여준다. 본고는 지역경제와 문화예술재정을 연계하여 광역자치단체의 문화예술정책을 비교·분석하고, 기존의 예산 규모 중심 논의를 넘어 지역내총생산 대비 문화예술예산 비율이라는 상대적 지표를 활용하여 지방정부의 문화예술 투자 특성을 분석하였다. 특히 전북특별자치도의 사례는 전통문화와 무형유산을 기반으로 문화예술을 지역 정체성 강화와 문화관광 활성화의 핵심 자원으로 활용하고 있음을 보여주며, 지역내총생산 대비 문화예술예산 비율이 지방정부 문화예술정책의 방향과 우선순위를 설명하는 유효한 분석지표가 될 수 있음을 시사한다.

This study aims to examine the characteristics of cultural and arts policies of metropolitan local governments in Korea by focusing on the ratio of cultural and arts budgets to Gross Regional Domestic Product (GRDP), and to analyze the factors influencing cultural and arts finance beyond regional economic capacity. To achieve this objective, the study utilized GRDP data from the Korean Statistical Information Service (KOSIS) and the 2026 Analysis of Per Capita Local Government Budgets for Culture and Arts published by the Narasalim Institute. Based on these data, the study compared and analyzed per capita GRDP, per capita cultural and arts budgets, and the ratio of cultural and arts budgets to GRDP across metropolitan local governments. The findings indicate that cultural and arts budgets do not exhibit a clear proportional relationship with either population size or regional economic capacity. In addition, regions with higher economic capacity do not necessarily allocate larger cultural and arts budgets. In particular, Jeonbuk State recorded the highest ratio of cultural and arts budgets to GRDP (0.640%) among all metropolitan local governments, demonstrating the most active investment in culture and the arts relative to its economic scale. This finding suggests that cultural and arts finance is determined not solely by economic capacity but also by the policy orientation of local governments and their regional development strategies. This study contributes to the literature by comparing cultural and arts policies across metropolitan local governments through the integration of regional economic indicators and cultural finance. Moving beyond conventional analyses based on budget size, it employs the ratio of cultural and arts budgets to GRDP as a relative indicator to evaluate local governments' investment priorities in culture and the arts. The case of Jeonbuk State illustrates how cultural and arts policies rooted in traditional culture and intangible heritage can strengthen regional identity and promote cultural tourism. Furthermore, the findings suggest that the ratio of cultural and arts budgets to GRDP serves as a useful indicator for explaining the policy direction and priorities of local governments in the field of culture and the arts.
