전북 청년예술가 관점에서 본 문화예술 지원정책의 현실과 개선방안


본 연구는 전라북도에서 활동하는 청년예술인을 대상으로 문화예술 지원사업의 실효성과 제도적 과제를 검토하였다. 국악, 클래식, 무용, 기획 분야 종사자를 대상으로 한 심층 인터뷰를 통해 지원사업 참여 경험, 만족도, 문제점 및 개선방안을 살펴보았다. 연구 결과, 지원사업은 공연 제작을 위한 자금 확보, 대관비, 홍보 자료 제작 등에서 실질적인 지원을 제공하며 예술활동의 실현 가능성을 높이는데 기여하고 있었다. 또한 일부 참여자는 지원사업을 통해 외부 활동 기회 확대, 협업 네트워크 구축 등 긍정적 변화를 경험하였다. 그러나 지원금 규모와 책정 방식의 한계, 단발성 사업 구조, 심사위원의 구성 및 피드백 부족, 예산 및 결과보고서 관련 서류 작성의 부담, 일정 안내 지연 등의 문제가 확인되었다. 이에 대한 개선방안으로는 단체 규모와 장르 특성을 반영한 유연한 사업 설계, 후속 지원 시스템 구축, 외부 전문가 참여 확대와 체계적인 피드백 절차 마련, 그리고 행정 절차 간소화를 제안하였다. 본 연구는 청년예술인의 실제 경험을 바탕으로 문화예술 지원사업의 성과와 한계를 조망하고 제도 개선 방향을 제안했다는 점에서 의의가 있다. 다만 특정 지역과 소수 사례에 기반한 질적 연구로서 일반화에 한계가 있으며 향후 설문조사를 통한 양적 연구를 통해 정책 설계에 활용 가능한 근거를 보완할 필요가 있다.

This study explores how cultural and arts support policies are experienced by young artists in Jeollabuk-do, South Korea, and aims to assess the effectiveness and limitations of current programs. In-depth interviews were conducted with four young artists active in traditional Korean music (gugak), classical music, dance, and performance planning. The analysis revealed that while participants received tangible benefits such as production support, venue rental assistance, and grants, current budget allocation standards often fail to reflect the specific needs of different artistic genres or group sizes. Moreover, several programs were found to be one-off in nature, lacking continuity. Additional limitations included regional bias in jury composition, lack of constructive feedback, and administrative burdens related to final reporting and budget modification.
Based on these findings, the study proposes improvements such as flexible program design, the establishment of a fair evaluation system involving external experts, the introduction of follow-up support to ensure sustainability, and the provision of clear administrative guidelines to reduce paperwork-related burdens.
This study is significant in that it provides insights into the performance and limitations of cultural support programs from the perspective of young artists and proposes directions for institutional improvements. Nevertheless, as a qualitative study based on a specific region and a limited number of cases, generalization is limited; future research using quantitative surveys could provide additional evidence to inform policy design.
